What is the Saskatchewan Immigrant Nominee Program?
The Saskatchewan Immigrant Nominee Program (SINP) is a Provincial Nominee Program (PNP) for Canadian immigration by the province of Saskatchewan. Applicants apply directly to Saskatchewan, and Saskatchewan nominates accepted individuals to Immigration, Refugee, and Citizenship Canada (IRCC) for immigration.
To qualify for any Provincial Nominee Program, you must have the skills, education, work experience, and funds needed to settle in the province or territory of your application.
PROGRAM CLOSURE NOTICE – MARCH 27, 2025: Saskatchewan permanently closed the SINP Entrepreneur, International Graduate Entrepreneur, and Farm Owner/Operator pathways effective March 27, 2025. No new applications or expressions of interest are accepted and no further invitations are issued under these pathways. Applications already in process continue to be assessed. This page therefore focuses on the SINP’s current worker and graduate pathways.
What are the SINP pathways for international skilled workers?
SINP pathways for eligible skilled workers who may be living abroad or in Canada include:
- Employment Offer: for skilled workers with an eligible permanent, full-time job offer from a Saskatchewan employer and an approved Employer Position Assessment (EPA).
- Health Talent Pathway: for eligible health-care workers with a Saskatchewan job offer. Both Express Entry and non-Express Entry options may be available.
- Agriculture Talent Pathway: for workers in specified agricultural and related occupations who have an approved Saskatchewan job offer.
- Innovation and Tech Talent Pathway: for workers with an eligible job offer in one of Saskatchewan’s designated technology or innovation occupations. Applicants may qualify with or without an Express Entry profile.
- Saskatchewan Express Entry: an Expression of Interest (EOI) pathway for eligible candidates in the federal Express Entry pool. A Saskatchewan job offer is not necessarily required, but an invitation from the SINP is required before an application can be submitted.
- Occupations In-Demand: an EOI pathway for eligible skilled workers who do not have a Saskatchewan job offer and are not applying through Express Entry. An invitation from the SINP is required.
The availability of the no-job-offer pathways depends on SINP selections. Creating an EOI profile is not an application and does not guarantee an invitation.
What are the SINP pathways for those already living and working in Saskatchewan?
Current pathways include:
- Skilled Worker With Existing Work Permit: for eligible workers who have the required Saskatchewan work experience, an eligible work permit, and employer support.
- Student: for eligible graduates of a recognized Saskatchewan post-secondary institution who meet the Saskatchewan study, work-experience, job-offer, and work-permit requirements.
Ultimately, the correct pathway depends on factors such as the applicant’s occupation, employer sector, work-permit type, place of study, Saskatchewan work experience, language results, licensing requirements, and whether the applicant has an Express Entry profile.
What are the restrictions for international graduates and work-permit holders?
- The SINP Student pathway is limited to eligible graduates of Saskatchewan designated learning institutions.
- Post-Graduation Work Permit holders who studied outside Saskatchewan are not eligible through the Saskatchewan Experience pathways. Depending on their circumstances, they may instead qualify through Employment Offer, Health Talent, Agriculture Talent, or Innovation and Tech.
- Spousal open work-permit holders are not eligible under every SINP pathway. They may be considered under certain job-offer pathways, including Health Talent, Agriculture Talent, Innovation and Tech, and International Skilled Worker: Employment Offer, if all applicable requirements are met.
- Some occupations require Saskatchewan licensing or proof of eligibility for licensure. Other occupations and business types are excluded from particular SINP pathways.
Can family members accompany the principal applicant?
Yes, you can bring family members that you declared in your Saskatchewan PNP (SINP) application. These include:
- your spouse or common-law partner
- your dependent child (<22 years old)
- your spouse or common-law partner’s dependent child
- a dependent child of a dependent child
How long is the processing time and what are the application fees?
Provincial nomination assessment times typically range between 2 to 4 weeks once a full application is submitted following an Invitation to Apply (ITA).
The SINP application fees is $500 per application.
